Aaron Holmes
Capacity Development Senior Advisor
With over a decade of experience in capacity development (CD), Aaron has worked extensively in strengthening institutional systems and disaster preparedness across diverse global contexts. His journey began in 2011 in Ethiopia, where he guided multiple government departments as they designed and implemented a commodity tracking system.
While working as the Emergency Preparedness and Response Lead for WFP Indonesia, Aaron spearheaded capacity development efforts with the National Disaster Management Agency, contributing to the establishment of a permanent national humanitarian logistics sector. From 2019 to 2023, he played a key role in the Logistics Cluster’s Field-Based Preparedness Project, successfully advocating for a shift from training-based interventions to sustainable, long-term capacity development approaches. His work included developing tailored guidance, enhancing internal capacity-building efforts, and authoring the Preparedness Enabler’s Guide, a widely used resource in humanitarian logistics preparedness.
Aaron specialises in integrating theoretical knowledge with hands-on implementation, navigating the challenges of institutional capacity strengthening, and supporting governments and organisations in enhancing their systems.
His approach emphasises outcome sustainability, impact-driven strategies, and supporting national actors as they take ownership of their development pathways.
